For the battle about to take place at Glogau, my understanding is that my
army does not count as a relieving force, because I am attacking sometime
other than during the besieged garrison's land phase. (See 7.5.4.2,
Defender Attacks Besieger. Specifically, 7.5.4.2.3.)

Is that how everyone else understands it?
I would say it must be a relief battle since you are attacking a siege. Otherwise it would imply that simply entering the area would lift the siege automatically. Since the besieged force is not required to take any part in the battle, I don't think it is important that it is not Austria's turn.
