I think you shortchnaged your self on where France began the economic phase.
I showed you at the middle "8" box, not the lowest "8" box.  So -3 PPs for
Paris in the manipulation step puts you at the middle "7" box, with an
adjustment of 0 PPs.

But Baden's capital is occupied by Austrian forces, preventing you from
collecting that 2 mp, leaving a total of 22.
