[eia] Spanish Naval Phase amendment - July 

You can't actually enter Damietta with your fleets, since it's
Turk-controlled. The sea zone and blockade box adjacent to it are potential 
destinations, however.
My fleets will park in the sea zone adjacent to Damietta, since the game refuses to let them do the natural thing and sprout wheels so they can do combined land-sea operations.
