Actually, no PPs are for _losing_ minor countries due to being in the
Instability zone, but you do gain +1 PP for each minor country you _gain_
from another country in this way (see 10.5.2.4).  So that means +1 PP for GB
and Prussia, +4 PPs for Austria.
