I agree, Jim, that the "anchor" depot in a home nation city should be
counted towards the length of the supply chain.

So in the case of French reinforcements on the present map, militia could
have been placed inside France, or in a corps within one space of the depots
at Strausbourg, Frankfurt, or Kassel.
