    Ok, then I'm having trouble understanding the logic of building a depot
on a fleet that is in port.  (I thought building a depot on a fleet was only
for invasion supply.)  I realize you don't want to reveal strategy to your
enemy, but I'm just trying to figure out what's going on here, rules-wise.
