I think Nate summed it up perfectly.  The rules don't say specifically
whether or not other major powers get the bonus PP.  My vote is that they do
gain the PP bonus.  While I agree that this may not seem logical, I think
the rules allow for it, because in this case Turkey is a "victor"( and that
is all that is required), and the less we stray from the rules as written
the less confusion there will be throughout the game.  So, yes, the PP bonus
(and penalties, too!) should go to all participants of a battle.
