A roll of 3+1= 4 means the British inflict 15% of 29 or 4 losses to the
French.

The remaining 17 French vessels inflict 10%, or 2 sinkings on the British.

The French lose the battle (-1 PP for France, +1 PP for Britain).  The
French fleet must now scuttle (another -1 PP for France).
