In practical terms, Portugal is not threatened by Russia because of where
Russia's forces happen to be.  But in theory, since Portugal is now
Turkish-controlled and Russia is at war with Turkey, Russia now has war
access into Portuguese territory, just as Great Britain had access into
Sweden when Prussia declared war on it and Sweden became French-controlled.

So in this theoretical sense, Portugal is being threatened by Russia.  A
blockade of St. Petersburg could be justified as preventing the transport of
troops on their way closer to Portugal.
