So in the second round the garrison will be eliminated.  Kassel and Freiburg
are still "controlled national city capitals" (quoting 7.5.2.10.3.1) for
retreat considerations because siege resolution is resolved *after* field
combat.  Does this help to answer your previous question regarding retreats,
