Each country has a base number of victory points it needs to win.  The bid 
is how much you can beat the base number by.  So these are added to that 
number to get the total points you need.  It would be useful if someone 
with a paper copy of the rules would post the base scores needed.

I ended up looking at these bids and comparing them how people were doing 
to try to get an idea of what a good bid for a country would be, but at 
some point figuring out what total points I committed to would be good.
