At a certain level, that only works for the sweeping access conditions we've
been giving.  But I don't think we've been giving the kind of access
agreements the game expects.  What if you want to give corps by corps access
agreements rather than saying all these people can come into my country
whenever they want, that seems to make more sense to me to have happen in
the land phase.

Otherwise, with hidden corps identities, you can't tell which corps in a
stack you gave access to but you could tell which counter moved to your
border and asked to come in.  I'm pretty sure we agreed to what JJ has said
here, but I also think we've been using access in what is expected to be an
odd way.
