    Thanks.  I had been thinking of the language in 7.2 that says, "The same
depots may be removed, then placed, etc. any number of times..." I thought
that meant that you could do creation and removal in any order.  But now I
see that you are right.  Now that I look at it, it is quite clear that
removal is supposed to happen before creation.
    But my misunderstanding is immaterial to the case at hand.  Mike wants
to remove the depot at Minsk (which does not destroy the depot north of
Minsk), then he wants to place a depot at Vitebsk.  Since you can always
create a new depot in a city in your home country, I see no problem with
that either.  Once the one in Vitebsk is created, then a supply line exists
allowing the creation of a depot at Vilna.
    I'm not sure I understand JJ and Everett's objections.  Could you
explain them again?
