All I am saying is that what I meant was unlimitted access to Spain itself
(homeland).  I would have put in "and all provinces and minor countries" if
I had meant more.  But at the time there was no need for more and no
permission was asked.  This is not meant to say that Spain wouldn't have
agreed to allow access to provinces and minor countries but only states that
it was not asked for.

This is the last word pronounced by Spain about access granted to Great
Britain.  Since Languedoc was added to Spain's control in April, 1805, it
was included in this statement.  So unless Spain is actively choosing to end
British access to Languedoc as of now, Great Britain has access.
