As much as I understand your desire to keep the tempo up, I disagree.

a) Even though I'm not at war with Turkey, they are moving through my
lands, and I need to know where they are before I move my troops so that
I know my foraging rolls.

b) I may or may not expect to have war declared upon me/declare war on
others sometime sooner/later, and the positioning of my
troops/leaders/depots may or may not provide information to my enemies,
declared or undeclared.

So I will be exercising my right to go on my turn.
