OK.  That makes sense.  I did not know there was a movement penalty for
having a depot connected to the fleet.

A small mistake, I think; I believe that Spain placed its depot off Jaffa on
the I fleet.  If so, then that fleet's movement is reduced to 5 (7 - 1
additional fleet starting in the same stack -1 for the depot).  This isn't
enough to reach Naples.  So the easiest way to solve this is just to switch
the orders for the two fleets.
