[eia] Polish corps strengths

Sorry about the confusion guys.  I had been forgetting the fact that
Poland's purchases were public knowledge. Actually, I think I have been
doing the same with Saxony's purchases.  Here is a breakdown of all Polish
purchases since it was formed:

**Sep. 1805 (Poland's first economic phase)
collected $14/6 mp
purchase 3 inf.  ($9/6 mp)

**Dec. 1805
collected $24/10 mp
purchased 1 cav.& 3 inf. ($24/8 mp)

**Mar. 1806
collected $24/10 mp and received $4 from Prussia ($28/10)
purchased 1 I corps counter, 1 cav, 4 inf ($28/10)

**Jun. 1806
collected $24/10 mp  and received $4 from Prussia ($28/10)
corps maintenance ($1)
purchased 1 cav, 4 inf ($27/10)

**Sep. 1806
collected $24/10 mp and received $5 from Prussia ($29/10)
corps mainteance ($1)
purcased cav corps counter, 1 cav, 4 inf ($28/10)

So Poland's corps strengths should be 14 I, 2 C. Hopefully this clears
everything up.
