It's been a while since last winter. I'd forgotten that winter is -2 for
forage, not -1. So I need to change the orders for everything in the winter
zone that is foraging:

1I at Belgrade stands down.
1C at Philippopolis holds. (auto)
1I at Salonika stands down.
1I at Athens stands down.
1I at Ruschuk stands down.
1C at Ruschuk holds. (auto)
1C at Adrianople -> N of Adrianople. (auto)
1C at Adrianople stands down.
1I at Adrianople stands down.
1I at Constantinople holds. (auto)

Ok, that's better. Total cost is still $3.
