    Isn't reforming the Kingdom of the Two Sicilies something that would have to happen in the New Political Combinations step of an Economic Phase?

Making Naples a free state will be announced in the free-state declaration step of the January political phase (and I think it will be rejoined with Sicily at the same time ).
