    I may be wrong, but I don't think you can place garrisons directly on
the board outside your home country without a) a supply chain and b) a
corps.  (Please correct me if I'm wrong.)
    If I'm right about that, then you'll need to place the 3 mil. factors
that were going to Montpellier and the 1 mil. factor that was going to
Palermo somewhere else.
