    I thought we had decided to include our sponsorship decisions in the 2nd
Political Phase escrow from now on.  But even if we didn't make this
decision, I think it's a good idea to do so.  Here's why.  If sponsorship
decisions are included in the escrow, then we know that everyone has made a
decision.  If we just wait for people to state their interest and make
rolls, we can't be sure when people are done thinking.  Suppose 2 people
have not openly declared their interest or lack of interest in sponsoring a
minor country.  Does that mean that they are not interested, or that they
just haven't made up their minds?  Better to just include it in the escrow.
That way we know for sure.

That's my feeling anyway.

P.S.  FYI, our face-to-face EIA games have always included simultaneous
revealing of sponsorship decisions.  That way decisions are made more on the
basis of national interest rather than on a jealous desire to not let
someone else get it for free.
