You can't build depots, nor can you occupy cities. But nothing prohibits 
you from moving through a neutral (and picking up your garrison on the 
way). 10.3.1.1 explicitly *allows* moving and tracing supply through minor 
neutrals.

BTW, you should send in your tactic for 2nd Nemirov...
