    Oops.  You're right.  The Prussian I corps can hold 22 factors, and the
Russian I corps can hold exactly 20.  The French I corps can hold 28 and the
French II-VI corps can hold up to 23.  Those 8 corps are the only corps in
the game capable of holding 20+ factors (which is the number that triggers
the rule).
