[eia] supply for allies

Rule 7.4.2.2 says, "Major powers may have their forces live off the depots
and/or supply chains of their allies, but those allies must pay the costs
involved. Naturally, permission is required for this." Since no mention is
made here of those allies having combined movement, my understanding would
be that it is not required. If everyone would like, we could agree to make
provision in our land orders for the possibility of feeding allied troops
later in the same land phase; something like:

"Total cost = $7, + possible supply for allies"

But I'm not sure how informative it would be, since Great Britain would
simply put in this provision every turn for the rest of the game. I would
prefer to just assume that it is given for everybody every turn.

For the record, unless a rule change is made, Great Britain pays $2 to feed
the 2 Spanish corps at Narva, for a grand British total of $9.
