[eia] French/Russian Naval Orders, Part II

The French III and Russian III fleets continue their movement west to
sea zone 42 and then west again to sea zone 38. We reserve the right to
continue movement after all interception attempts have been dealt with.
There are 3 stacks eligible to intercept: the British stack commanded by
Nelson, the Spanish/Turkish combined stack, and the Turkish fleet at Tunis.
The British get first crack, and the other 2 stacks can decide in what order
they wish to roll, if at all.
