[eia] Russian cossack placement 

As per 10.1.2.1.1, since there are enemy corps inside the Russian homeland,
Mike may place 3 additional cossack factors in the Crimea, Georgia, or
Astrakahn.  Let us know where you want those to go on the map, Mike.
