    You are right.  I have given Prussia +1 for its creation of Poland and Spain -1 due to my error.  (Basically, Spain and Prussia switched places on the chart.)

Rechecking, I think we are both wrong.  After the economic phase adjustment, Spain should be tied with Prussia in the middle "8" box.

For some reason, I show Spain's status as 2 spots lower than you do, Kyle.  Let me check my records more carefully and get back to you.  For one thing, did you make the adjustment (either -1 or -2) required in the Manipulation step ?
