I do not see how two independent forces attempting to besiege a city could
be more effective at breaching the walls than a single coordinated force.
But that is the implication if both forces are allowed to have siege rolls.
If the rules allow more than one siege roll in such a situation, I'd have
to say this is a case in which the rules fail to model reality.

This is my problem as well. I'm not happy with giving two rolls, but lacking combined movement, I'm not sure how else to handle it. If we force the attackers to combine in one attack, which phase does it occur in? If it occurs in the first active phase, then you force units that haven't had a turn yet to stay and siege before they get to their own turn where they should have the option to leave the area. If it occurs in the last active phase, we deprive the latter power from the right to see how the previous phases turned out. However, as this would most resemble the combined movement situation, it might be the way to go.
