    Perhaps I am confused, but I don't see any way for the Turkish cavalry
at Philippopolis to get to Belgrade without moving at least 3 spaces and
passing through a space with a "2" forage value.  That means that this
cavalry unit will have 2 movement points left when it arrives at its
destination.  2 (base forage value) + 2 (unused movement) + 1 (home
territory) = 5.  So, unless I've missed something, that cavalry unit will
need to make a forage roll at 5-.
