    I agree with JJ.  The justification for getting a bonus to the forage value is the good will of the local population.  When the local population is trying to help, it makes foraging that much easier.  (In fact, that's why we originally presumed that the +1 bonus was only good within the borders of the home country.)  It would be very hard to argue that the local population would be willing to help feed a French corps, even if they understand that that corps is temporarily aiding their country.
