[eia] Russian Naval Phase

As nothing in the minor country control step will have any impact on Russia's naval phase, I'll send it out now. 

The 1st and 2nd fleet are iced in and so remain in port.
The 3rd fleet moves one space south to be in the sea space bordered by Silistra and Adrianaople
